All Deputy Commissioners appointed Suthra Punjab Chairperson.
LAHORE – Punjab has taken administrative steps to tighten control over its waste management system across the province, with Deputy Commissioners (DCs) appointed as chairpersons of their respective Suthra Punjab agencies.
Under the Suthra Punjab Authority Act 2026, Deputy Commissioners of all districts have been designated to lead their respective district-level agencies, giving them a central role in overseeing sanitation and waste management functions.
According to the notification, DC Suthra will preside over the meetings of Punjab agencies and oversee legal, administrative and operational matters related to their respective jurisdictions. The move puts the district administration at the center of the province’s waste management structure as the government seeks to strengthen coordination and monitoring of the Suthra Punjab programme.
These appointments will remain effective till the permanent Chairperson is appointed or until further orders.
The legal framework of Suthra Punjab Authority provides for district level Suthra Punjab agencies to provide waste management services. Under the Act, the structure of the agency includes a Chairperson nominated by the Chief Minister, District Deputy Commissioners as members, representatives from the Local Government and Community Development Departments, respective Assistant Commissioners and Chief Local Government Officers.
The Suthra Punjab program currently covers all 36 districts of Punjab, the authority describes it as a province-wide integrated waste management system aimed at door-to-door collection, digital monitoring, recycling and modern waste disposal.
The latest management development comes at a time when Suthra Punjab is also moving towards a more technology-based system for sanitation services. Separately, the Punjab government has approved a uniform sanitation fee collection model for urban areas, under which the Department of Excise, Taxation and Narcotics Control will start collection from the financial year 2026-27 under an agreement with the Sathra Punjab Authority.
With deputy commissioners now in charge of district agencies, the latest decision effectively gives the district administration a direct leadership role in the implementation and monitoring of Suthra Punjab operations across the province.
The Punjab government has imposed a tax on garbage under the ‘Sathra Punjab’ initiative.
