Pakistan will discuss the creation of new provinces in Parliament in October.

ISLAMABAD – The federal government has announced that the issue of creating new provinces will be discussed in both the National Assembly and Senate sessions in October.

Federal Minister for Parliamentary Affairs Dr. Tariq Fazal Chaudhry told the media that the National Assembly and Senate meetings will not be held in September. However, the formation of new provinces will be discussed in the parliamentary session in October.

He said that Parliament is the proper forum to discuss the issue of creating new provinces and this issue should be discussed in the Parliament House.

Islamabad is not being made a province.

Speaking on speculations about the status of Islamabad, Chaudhry clarified that the federal capital is not being made a separate province.

He said that Islamabad is not being made a province but we are moving towards adopting a new model of governance.

The minister emphasized that there was no discussion on making Islamabad a province.

His comments came amid reports that the government is mulling an alternative form of governance for the federal capital instead of the current local government system.

A proposal for a new governance model for Islamabad

According to earlier reports, a proposal to introduce a new administrative and governance system in Islamabad was under consideration. Under the proposed model, the capital could have a 27-member assembly, while a chief executive could be designated as chief minister or mayor.

Another proposal under consideration involves making Islamabad an autonomous administrative unit and introducing a new local tax system to generate revenue for the capital.

The issue has gained attention after the expiry of the Islamabad Local Government Ordinance. The Islamabad Local Government Ordinance, promulgated on January 9, 2026, has completed its term after being in force for 240 days.

The government’s decision to hold a parliamentary debate on new provinces in October could lead to a renewed debate on long-standing demands for administrative restructuring and creation of additional provinces in Pakistan.
