Khyber Pakhtunkhwa legislators to get lifetime blue passports and 8 gun licenses under new Bill of Rights
PESHAWAR – The Khyber Pakhtunkhwa Assembly has introduced a bill that will expand the privileges and legal protections available to provincial lawmakers. Its most notable provisions include lifetime official (blue) passports, up to eight firearms licenses, enhanced statutory immunity, toll tax exemptions, and expanded government powers.
The PTI-led provincial assembly introduced the Khyber Pakhtunkhwa Assembly Powers, Immunities and Privileges Act, 2026, and the proposed legislation expands the powers and protections for provincial lawmakers, granting them benefits ranging from eight firearms licenses and lifetime government passports, to taxes, taxes, taxes, taxes and tax-related powers. One of the most controversial provisions of the bill states that a Member of Provincial Assembly (MPA) cannot be arrested or detained without the prior approval of the Speaker.
The Speaker will also have the power to call for reports from the authorities and investigate the circumstances surrounding any proposed action against the legislator. In some cases, detained members may be temporarily released to ensure attendance at Assembly meetings or committee meetings.
The draft law also proposes mandatory Category B security for every MPA, with Category A security available in cases where risks are heightened. Legislators and their spouses will get official passports, assembly identity cards and access to VIP airport lounges across Pakistan.
The bill further proposes to provide eight non-restricted bore firearm licenses to each legislator—four free and four on payment of a fixed fee. Apart from this, legislators will be exempted from paying toll tax across the country and will be entitled to free accommodation in government circuit houses, rest houses and post bungalows.
The legislation significantly expands the official authority of legislators. Legislators will be empowered to inspect government departments, prisons, hospitals, schools and development projects. They will also be given Justice of the Peace powers, will be allowed to use special assembly registration plates on their vehicles and will be allowed to drive vehicles with tinted windows.
Under the proposed law, the Assembly would increase its powers of self-enforcement. The Assembly Committees shall be empowered to summon any person, to demand documents and official records and to issue warrants against those who fail to comply, directing the authorities to produce them before the Legislature.
The proposed legislation introduced strict new provisions for media coverage of Assembly proceedings. Publishing misleading reports, reporting proceedings despite a publication ban by the Speaker, leaking committee reports before their formal presentation or engaging in other acts deemed to be a breach of Assembly privilege may lead to legal action.
The Speaker will also have the power to restrict or revoke assembly access of journalists and media representatives.
