‘National Faceless Centre’: FBR ends face-to-face contact between taxpayer and officer

ISLAMABAD – Federal Board of Revenue has established National Faceless Center (NFC) in Islamabad.

NFC is a major reform that changes the tax audit and assessment procedure in Pakistan.

Hitherto, a taxpayer whose return was picked up for audit often had to personally deal with a particular officer in a particular office.

Under the new system, that connection is lost. Cases will be selected through a computerized, risk-based system rather than by an officer. Thereafter, each case will be automatically assigned to an officer who may be sitting anywhere in the country. Taxpayers will not know who the officer is, and the officer will have no say in which case comes to him.

Each case will pass through three separate hands. One officer will audit, another will assess, and a third will review the work for quality before an order is issued. No single officer will control the taxpayer’s case from start to finish.

All notices, responses and hearings will be done electronically through FBR’s IRIS system. Where the law requires physical verification or recovery, this will be done by a separate field team.

NFC derives its statutory authority from the Finance Act, 2026. It will be headed by a Chief Commissioner Inland Revenue, with dedicated wings for faceless audit, faceless evaluation, quality control and field operations. A Program Management Unit has already been established to oversee its rollout.

The reforms aim for uniform rules for every taxpayer, decisions based on data rather than personal judgement, and an end to face-to-face communication that has long been a source of complaints. FBR expects NFC to make tax processing faster, fairer and more transparent for taxpayers across Pakistan.
