Punjab government suspended green certificate for 6 months due to land transaction issues.
Lahore – On Thursday, the Punjab Assembly debated issues related to land transactions, with the provincial government announcing the suspension of green certificates for six months.
Punjab Finance Minister Mujtaba Shujaur Rehman told the House that the certificate has been suspended after several problems were reported in the system.
Opposition Leader Rana Aftab Ahmed alleged that corruption is highest in the Land Department, especially in the process of obtaining land records. He argued that the erstwhile patwari system was more efficient than the green certificate for land transactions.
Rana Aftab also pointed out that land sale and purchase records are not being handled through a proper one-window system.
Raja Shaukat Bhatti said that land transactions are facing serious complications, with multiple names appearing on the records of the same two-acre property.
Amjad Ali Javed said that he had warned the Senior Member Board of Revenue (SMBR) during a meeting that the green certificate could create problems.
Speaker Punjab Assembly raised the question on the legal basis of suspending the certificate and said that if the Green Certificate has been approved by the Assembly, then the House should also have the power to suspend it.
“If the green certificate is suspended for six months, under which law was this decision taken?” asked the speaker.
Raja Shaukat Bhatti further claimed that the land records from 2020 to 2026 have not been fully computerized yet.
