Lahore High Court suspended PMDC’s notification of increase in medical college fees.
LAHORE – The Lahore High Court (LHC) has suspended the Pakistan Medical and Dental Council (PMDC) notification allowing increase in fees of medical colleges.
Justice Khalid Ishaq heard the Central Park Medical College’s plea challenging the PMDC’s notification. Advocate Ramzan Dhedi appeared in the court on behalf of the petitioner and argued.
The lawyer told the court that the college collected Rs 2.1 million as admission fee from the students, while the PMDC had issued a notification allowing a five per cent hike in the fee per year.
He further argued that the PMDC had also issued a notification allowing the students to recover the increase linked to the Consumer Price Index (CPI).
According to the petitioner, the PMDC had no legal authority to issue the notification to increase the fees for medical students. The counsel argued that any changes in the relevant laws and guidelines regarding fee hike can only be made by Parliament.
The petitioner requested the court to quash the notification of PMDC regarding increase in fees for medical students. Meanwhile, the court suspended the notification.
Separately, PMDC has withdrawn its notification to introduce a five-year Bachelor of Dental Surgery (BDS) programme.
As per the earlier notification, the BDS program was to be extended from four years to five years from the current academic year. The notification was revised following the concerns of dental students’ associations and directions from parliamentary committees.
PMDC has now deferred the five-year BDS programme. Under the revised arrangement, students will complete four years of academic studies followed by a year of clerkship.
A BDS degree will be completed after four years of academic study, but students must complete a one-year clerkship.
The move means students will not have to pay an extra year of tuition fees. Any remuneration during the clerkship will depend on the institution concerned.
PMDC has also withdrawn the BDS framework notification issued on July 8, 2026. A comprehensive review of the educational structure, curriculum and house job framework of the BDS program is currently being undertaken.
The council will issue new guidelines after completing the review and has also sent letters to the vice-chancellors of all recognized universities.
