Legal notice issued to Captain (Rtd) Safdar over Ahsan Bhawan’s LLB degree claim
LAHORE – A legal notice has been issued to Captain (Rtd) Muhammad Safdar over the alleged statement of Supreme Court Advocate Muhammad Ahsan Bhawan declaring his LLB degree fake.
In a notice issued by Kalam Law Firm on September 29, 2026, the allegations regarding Bhawan’s educational qualification, enrollment as an advocate and professional status are baseless, untrue and defamatory.
According to the notice, Bhawan obtained his LLB degree from Punjab University in March 1989 under Roll No. 828.
Referring to Punjab Bar Council records, the notice said Bhawan was enrolled as an advocate of lower courts on September 19, 1989 and as an advocate of the High Court on February 22, 1992. He was later enrolled as an Advocate of the Supreme Court of Pakistan on 19 July 2003.
Bhawan has practiced law for over three decades in criminal, constitutional, civil, corporate, commercial, banking and other fields, the notice said.
It further states that he has held many important positions including Member and Vice Chairman of Punjab Bar Council, Member of Pakistan Bar Council, President of Lahore High Court Bar Association and President of Supreme Court Bar Association of Pakistan.
According to the legal notice, Bhawan also served as a judge of the Lahore High Court from 9 February 2008 to 31 July 2009. He was elected President of the Supreme Court Bar Association of Pakistan for 2021-22 and was also nominated as a member of the National Group of Pakistan at the Permanent Court of Arbitration at The Hague.
Bhawan was also appointed as a member of the Judicial Commission of Pakistan for the term 2025-27, the notice said.
It added that Bhawan was elected for the fifth time as a member of the Pakistan Bar Council for 2026-30. The notice claimed that on January 21, 2026, the Punjab University Controller of Examinations verified Bhawan’s educational credentials during the Pakistan Bar Council selection process and marked them as “verified”.
According to the notice, questions were raised on the authenticity of Bhawan’s LLB degree during a public interaction outside the Supreme Court of Pakistan on September 23, 2026, where a statement was allegedly made calling the degree fake. Later this statement was spread on social media.
The notice said that no authentic documentary evidence or official records were produced to substantiate the allegation of fake degree.
Through the legal notice, Capt (Rtd) Muhammad Safdar has been asked to clarify that the original record of the university, institutional decision, record of the Higher Education Commission, decision of the Bar Council or order of a competent court supports the allegation.
The notice demands that any such authentic record be produced, failing which the statement is withdrawn.
It further argues that the legitimacy of an academic degree cannot be determined by a mere public statement or accusation. According to the notice, records and judgments of the concerned university, examination authority, bar council, higher education commission or competent judicial forum are material in determining the matter.
The notice also cites Bhawan’s verified academic credentials and his professional record spanning decades.
It termed the alleged statement as damaging to Bhawan’s reputation, dignity and professional standing and demanded an explanation and appropriate redress from Captain (Rtd) Muhammad Safdar.
The notice warns that failure to comply with the demands may result in legal action and other remedies available under the law.
